While it’s good news, and the sooner the better, I often wonder about the language used

In this case it’s the word “offered” and what that actually entails

Does that mean we will have been offered an appointment that itself is before August?

I personally can see a situation for those who are not of a certain age or vulnerable group being “offered” the vaccine but the reality being that this just means millions (U.K. wide) scrambling on a website to try and book something in as soon as possible. But because the website is there they will consider us having been “offered” something

So long as I get my health passport before August I don't give a stuff mate.

they’d do well to set up some centres or something once everyone they know of has been and got it where these kind of people are able to to rock up anonymously and get one

sure that wouldn’t be too hard to set up
