The Regulation’s purpose is to ensure that an asylum application is only considered by one of the participating states (the EU member states plus Iceland, Norway, Liechtenstein and Switzerland).

Thats because, technically, under the EU, the boat boys were deemed as "legal" entrants until forms, passports, big teles and i phones were sorted, hence not appearing in the data you want it to appear in

Under EU law, the migrants had to apply for asylum in the first EU country they arrived at. If any of them snuck into a lorry we coukd send em back.
