Qatar is very, very, conservative, even compared to places like Abu Dhabi or Sharjah.
They have obviously hired an outside PR company, to come up with a range of proposals which will dampen down overt protesting.
It's a full on dictatorship, in which the previous Emir was kicked out by his own son.
I don't think for one minute that they are concerned about protestors, what would really bother the regime, is the residual impact that protesting would have on their own people.

Holland very much still exists, as they are regions, whose major centres are Amsterdam, Rotterdam and The Hague, aka The Hollands. (For those of a curious mind, it evolved from 'Houtland' Dutch for woodland)

The Netherlands itself, also includes some Caribbean islands. Whilst the plant life there may appeal to @The Colonel , some of his posts suggests he'd prefer the cooler climes of Holland

(Again for those of curious minds, Netherlands comes from the Roman for low-lying lands, or what we've anglicised into the nether regions - I guess that still works in Dutch if adverse to a trim)
