Whilst it is about oil...A lot of the sort of oil that Venezuela sits on is very expensive and time consuming to bring to the service and refine..It requires expertise and investment...Thats why a few of the American companies that were kicked out never put up a fight...Only Chevron stayed...The country does have huge reserves but isn't necessarily financially worthwhile doing it for private companies..For a government that wants it just to deny other governments getting it then that would be different...It's very heavy crude oil that requires extra cracking and refining and turning it into fuel is harder...I know a tiny bit about oil cause I work on refineries but the engineers there told me that the very heavy oil is worth half of light crude and they wouldn't bother with it...usually turned into by products.
Biggest issue with the oil there is that the infrastructure there has been run down really badly. Not so long ago they were producing 3.5m barrels a day but now that's down to about 1m barrels due to failing infrastructure. American companies are ready to go back in but the initial costs needed would be billions spent there.

They've been pulling the lighter, easier more profitable stuff out. Oil is like Beer...A pub can say we have the most barrels of beer in the World but if it's all Carling then suddenly the claim doesn't sound so good.,,That's why the Gulf States coin it in cause the oil under their feet is the best for making petrol and jet fuel out of.
Not doubting what you say, just saying that since Maduro basically nationalised the oil and most US companies left, there hasn't been any investment in the infrastructure which has reduced output greatly.
Apparently US refineries are already equipped to refine it properly.
China not happy either as they forwarded well over £100b in advance to be repaid with cheap oil.

They can definitely do it and they do import it and of course it will be very valuable. It's just not grade A. Still grabbing it from under China's noses will also be a big win.
