Yes the chants are childish, even illegal but football crowds are a nigh on impossible situation for a club to be fully monitor, bit like trying to herd chickens. Surely in law you have to find the perpetrator and actually find him guilty, the responsibility should be on the individual. I understand that it's easier just to sanction a club and let them pay the fine and deal with it, but surely bestiality accusations are just as bad as homophobic accusations, not worse obviously.
Maybe best option here is for all Cardiff supporters to inundate the FA with complaints every week. I'm sure that would more than cover the fines we pay out whilst keeping them very busy. If they want fair behaviour then bombard them with complaints, even if just to make a point. They can't have it all ways

Bristol City were warned about using anti Welsh chanting a few years back. I believe other clubs have been too.
