Late 70’s early 80’s I think. I certainly remember catching the bus home by there. They were very similar to park place.I think they survived a lot longer, maybe into the 80's. They were mainly insurance and solicitors' offices.

I don’t think the water tower is in view. Just to the right of the picture would be the monument and the top of St Mary Street. Looking straight ahead is East canal wharf.

I think that we are all in the right area, it is just a matter of line of sight. The 64-65 map shows a narrow island between Mill Lane and New Street (?) and that seems to be visible in the photo, next to the bus. The monument would therefore be just out of shot to the right, meaning that we are looking toward East Canal Wharf as you said.
Sorry to seem a little obsessive, but I can only recall having seen one other photograph of the buildings which once stood on what was New Street.

Just googled the night club on the left and it was in New st which I think ran parallel to Mill lane sandwiching the canal
